District Owned Vehicles

The Brighton Central School District owns five vehicles that may be driven by staff members for school related trips.

Drivers must be certified staff members and have completed the necessary licensure autorizations and vehicle orientations.

Each of the sub sections below explain the policies and procedures surrounding use  of the district owned vehicles. 

  • DISTRICT OWNED VANS:

    • The district owns TWO 8-Passenger vans and ONE 6 -Passenger with the ability to transport a person in a wheelchair.  These are the larger white vans.  
      • PLEASE NOTE:   One of the three larger white vans will be permantly signed out during the school day, but will be available for general staff use after 2:30 each day. 
      • Special arrangements can be made to use the third vehicle during the day, but will rquire a minimun of  two weeks notice
    • The district owns TWO minivans.    (6 passengers besides the driver).   

     

    NEW POLICIES FOR 2024- 2025: 

    • Reservations made in Incident IQ MUST be in the name of the person who will be operatiing the vehicles. 
    • The district (Buildings and Grounds) will bill the appropriate department for milage costs. 
    • The district is imposing a milage cap of 60 miles for vehicle use.
    • In order to drive the 8 passenger vans you must have had an orientation meeting with the Transportation Department every two years.   All staff members who were trained during the 2023-2024 school year are cleard for the 2024-2025 school year. 
      • If you had an orientation session with the Transportation Department PRIOR TO the 2023-2024 school year, you will need to to have a “refresher orientation meeting” prior to driving the 8 passenger vans in the 2024-2025 school year. 
  • What type of license you will need depends on how often you will drive the vehicles.

    New York State has a provision called the “Occasional Driver” law which allows staff members to transport students for 30 days or less.

    If you are driving UNDER 30 days in a calendar year all that is required is a Class D license

    • Melisa Turhan in the Buildings and Grounds Department will keep track of how many days a staff member has driven the district owned vehicles.   
    • Staff members will be alerted as they approach the 30 day limit. 

     

    If you are to drive the vans for OVER 30 days, we have four options;

    1.  Staff members can make arrangements with other authorized staff members to drive.  (These could be JV coaches, colleagues, department members, etc...).   All drivers must be certified staff member (teacher, administrator, counselor) and be an approved driver in good standing. 
    2. Brighton Transportation or Brighton Athletics can order First Student charters for the trips beyond the 30 day limit. This may be an option for coaches who coach multiple seasons.  (We use First Student charters already for our larger athtetic teams)
    3.  The driver needs to adhere to more stringent 19A requirements. The district may support staff in meeting the additional requirements.   If interested, please contact Mike Maloy.     (This is a link to NY DMV’s 19A Information Page).   19A compliance requires:
      • completion of pre-employment and biennial medical examinations and any required follow-ups
      • submission of pre-employment and annual driver license abstracts
      • submission of fingerprints of school bus drivers for a DCJS & FBI criminal history review 
      • completion of annual defensive driving observations
      • completion of biennial road tests
      • completion of biennial oral/written tests
    4.   The driver can obtain a CDL (professional) licence with P (passenger) and S (student) endorsements.  The district may support staff in meeting the additional requirements.   If interested, please contact Mike Maloy.   (This is a link to NY DMV’s CDL Information Page)
      • This will require a 30 day training program, passing a driving test, and maintaining heath physicals and drug testing requrirements.

    In order to drive any of the vehicles, you must:

    • submit a driver's license review by submitting the AUTORIZATION TO OBTAIN MOTOR VEHICLE RECORD form (see below)
    • Once you have completed the form, submit the form  to Mike Maloy at the following link: xxx

    After your license has been checked, you may proceed to reserve the vans. 

     

  • Once your driver's license is reviewed and approved, you can reserve the district owned vehicles from the Buildings and Grounds Department.

    • Submit your request using Incident IQ.  Please contact: Autumn Hayes-Allen at 242-5200, ext. 5511 OR Melisa Turhan at 242-5200, ext 4550 if you have issuies with the Incident IQ system.   
    • Please be aware that you must obtain the keys from the Buildings and Grounds Department before 3:30 pm each day.
    • There is a pre-trip and post-trip form to complete before and after using the larger white vans and minivans. These forms MUST BE submitted to Buildings and Grounds as part of the DOT vehicle inspection process.   If the form is not completed correctly and submitted you may lose the ability to use the vans in the future. 

     

    FOR THE 6 PASSENGER VANS (minivans):   

    • Once you have your license checked you are cleared to drive the vehicles.

     

    FOR THE LARGER WHITE VANS:   

    • For the 8-Passenger vans the process is much the same with one important additional step. 
      • You must request a meeting with the Transportation Department to orient you with the unique features of the 8-Passenger vans.  You will  NOT BE ALLOWED  to use the 8-Passenger vans until this meeting is completed.  
      • Please allow AT LEAST five school days before you need the 8-Passenger van to accommodate the familiarization meeting.
      • The Transportation Department is generally available from 9:30 am until 12:30 pm on Tuesday, Wednesday, and Thursday of each week.
      • Please be aware that in the mornings and afternoons the Transportation Department is busing transporting children to and from school and will have severlely limited availabilty at those times. 
      • Special arrangements can be made to have oreitantion meetings at alternate times, but will require a minumum of a two week notice. 
      • The Transportation Department may be available on the following dates which would not require getting a subsitute teacher.  Van availability will also be better.
        • October 13th  and 14th   (Rosh Hashanah)
        • February 18-21  (Presdidents Week)
        • March 28th (Superintendent’s Conference Day)
        • April 14-18  (Spring Recess)

     

    •  The familiarization meeting takes about 20 to 30 minutes.   Setting up the meeting is a two-step process as you:
    • must set up a time with Transportation Department personnel to conduct the training and,
    • must reserve the 8-Passenger van from Buildings and Grounds so it is available at the time of the training.     Again, you will  NOT BE ALLOWED  to use the 8-Passenger vans until this meeting is completed.
